Le Ann Fuller, owner of Fuller Education Advocacy

I'm Le Ann Fuller, the owner and non-attorney special education advocate behind Fuller Education Advocacy, LLC. Since 2019, I have supported families with complex educational, developmental, and disability-related concerns. My work is grounded in specialized professional training, practical advocacy experience, and a commitment to helping families move forward with greater understanding and confidence.

My advocacy work includes supporting families with IEPs, 504 Plans, evaluations, eligibility, school meetings, educational records, and parent concerns. I help parents recognize and navigate concerns involving timelines, evaluations, services, accommodations, documentation, or other school responsibilities that may not have been completed or implemented.

I also help families organize their concerns, review educational information, prepare written requests, and communicate clearly and professionally with school teams. When concerns remain unresolved, I can help families understand the state special education complaint process, organize supporting information, and clearly document the issues that need to be addressed.

Beyond special education, I have experience helping families navigate Arizona systems of care, including DDD, ALTCS, and AzEIP, and understand how these systems may connect with educational planning and family support.

My perspective is also shaped by my experience as a foster parent, running an equine program and teaching horseback riding to children with unique needs, and understanding how service dogs may support a child's safety, independence, regulation, and participation at school and in the community.

Advocacy Letters

A professionally written Advocacy Letter helps parents document concerns, explain how an issue affects their child, and request a clear response or next step from the school or district.

Advocacy Letters Can Address Concerns Such As

  • An IEP or 504 Plan not being followed, including missing services, supports, or accommodations
  • Evaluation, reevaluation, Independent Educational Evaluation, or meeting requests
  • Delays involving evaluations, meetings, services, records, or written responses
  • Bullying, harassment, discrimination, or safety concerns
  • Discipline, suspension, expulsion, or manifestation determination concerns
  • Concerns involving eligibility, placement, goals, services, progress, or possible noncompliance

Package Includes

  • Review of the parent's concerns and relevant information
  • Help identifying the main concern, desired outcome, and request
  • A professionally written letter with an opportunity for parent review before it is finalized

Advocacy Letters may be added to Parent Coaching or Advocacy Package services. They are billed separately and are not included in package pricing.

Advocacy Package

The Advocacy Package supports families preparing for and participating in a specific IEP or 504 meeting. This Arizona IEP and 504 Plan advocacy support includes reviewing information, identifying priorities, developing clear proposals, and advocating during the meeting.

Package Includes

  • Document Review: Review of relevant educational records and school communications.
  • Parent Preparation: A scheduled meeting to organize concerns, priorities, questions, and requests.
  • Meeting Worksheet: A customized meeting worksheet outlining the parent's concerns, questions, and proposals.
  • Proposal Development: Help identifying possible goals, accommodations, services, supports, evaluations, or other needed changes.
  • Meeting Attendance: Virtual or in-person attendance at the scheduled IEP or 504 meeting, by arrangement.
  • Meeting Advocacy: Support presenting concerns, asking questions, requesting clarification, and keeping the discussion focused on the child's needs.

Parent Coaching

Parent Coaching provides practical parent support for families who want help understanding special education requirements, navigating difficult situations, and communicating effectively with school staff. It may be purchased separately or added to the Advocacy Package.

Parent Coaching Can Include

  • Understanding special education requirements, protections, and school responsibilities
  • Preparing for school communication and meetings
  • Reviewing and responding to emails, notices, or decisions
  • Navigating bullying or harassment concerns, suspensions, expulsions, and manifestation determination meetings
  • Working through disagreements or delays and identifying next steps
  • Receiving guidance after meetings or as concerns change

Parent Coaching is provided through scheduled appointments, not unlimited or on-call access. Calls, emails, texts, document review, and other support outside the Advocacy Package are billed at the current hourly rate under the Client Agreement.

Fuller Education Advocacy cannot guarantee eligibility, evaluations, services, educational placement, accommodations, or other school or district decisions. Recommendations are based on the information available, parent input, training, and experience.
